Memoranda of Understanding (MoUs)
Memoranda of Understanding (MoUs) are the primary legal instruments governing the relationship between the Government of Arunachal Pradesh and hydropower project developers. Each MoU specifies the rights, obligations, and timelines for the development of a particular hydropower project.
MoUs are executed after the allotment of a project and outline the commercial, technical, and social terms under which the developer will operate.
Key MoU Provisions
- Project capacity, type (storage/run-of-river), and location
- Development timeline including milestones for DPR, clearances, and construction
- Financial terms: upfront premium, free power percentage, and equity participation
- Employment obligations: local hiring targets and skill development commitments
- Environmental and social obligations: R&R plan, LADF contributions, and compliance
MoU Status
- Active MoUs — projects currently under development or operation
- Terminated MoUs — projects where agreements have been cancelled due to non-performance
- Under revision — MoUs being renegotiated or amended based on changed circumstances
Transparency
- Summary terms of active MoUs are available for public reference
- Full MoU texts may be requested through RTI, subject to commercial confidentiality provisions
- The department periodically reviews MoU compliance and publishes status updates
