Organizational Structure
Organizational Structure — DHPD 2.0
The Department of Hydropower Development was restructured under DHPD 2.0, approved on 13th May 2025 and formally unveiled on 13th November 2025. The department is now organized into five basin-wise Chief Engineer zones, enabling closer project monitoring and decentralised decision-making across Arunachal Pradesh.
Secretariat Level
- Secretary (Hydropower) — Administrative head of the department, reporting to the Minister for Hydropower
- Director (Hydropower) — Technical head at Secretariat level, coordinating across all five zones
Basin-wise Chief Engineer Zones
1. Siang Basin
Office: O/o The Chief Engineer, Siang Basin, GTC, Pasighat
The Siang Basin zone oversees all hydropower projects along the Siang River and its tributaries. The zone is headed by a Chief Engineer and comprises Senior State Works Officers (SSWs), Superintending Engineers (SEs), and multiple project Divisions.
2. Dibang, Lohit & Tirap Basin
The Dibang-Lohit-Tirap zone covers the eastern river systems of Arunachal Pradesh — the Dibang, Lohit, and Tirap rivers. Headed by a Chief Engineer with SSWs, SEs, and Divisions for project-level management.
3. Subansiri Basin
The Subansiri Basin zone manages projects on the Subansiri River and its tributaries. The zone operates under a Chief Engineer supported by SSWs, SEs, and field Divisions.
4. Kameng Basin
The Kameng Basin zone is responsible for hydropower development along the Kameng River system in western Arunachal Pradesh. Headed by a Chief Engineer with the standard SSW → SE → Division hierarchy.
5. Planning & Design (P&D) and Coordination
The P&D and Coordination zone handles departmental planning, project design, inter-agency coordination, and cross-basin policy matters. This zone supports all four basin zones with technical design and administrative coordination.
Zone Hierarchy
Each Chief Engineer zone follows a uniform structure:
- Chief Engineer (CE) — Zone head with overall responsibility
- Senior State Works Officers (SSW) — Senior technical oversight
- Superintending Engineers (SE) — Sub-zone supervision
- Divisions — Project-level execution and monitoring, each headed by an Executive Engineer
Key Cells and Units
- Project Monitoring Cell — Tracks milestones, expenditures, and compliance across all zones
- Environment and Forest Clearance Cell — Coordinates with MoEFCC and state forest departments
