Land Acquisition
Land acquisition for hydropower projects in Arunachal Pradesh is conducted in accordance with the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (LARR Act). The process ensures that project-affected families receive fair compensation and comprehensive rehabilitation and resettlement support.
The Department of Hydropower Development coordinates with the district administration and the Revenue Department for land acquisition related to hydropower projects.
Land Acquisition Process
- Social Impact Assessment (SIA) — mandatory study of the impact on affected communities
- Public Hearing — consultation with landowners and project-affected persons
- Expert Committee Review — evaluation of the SIA report and recommendations
- Preliminary Notification — publication of intent to acquire specific land parcels
- Compensation Determination — based on market value, solatium, and other entitlements under the LARR Act
- Award and Possession — formal award of compensation and handover of land
Rehabilitation and Resettlement
- R&R plan prepared for each project in accordance with the LARR Act
- Entitlements include compensation, alternative housing, employment, and livelihood support
- Special provisions for Scheduled Tribe communities under the Forest Rights Act
- Monitoring of R&R implementation by the district administration
Community Engagement
- The department encourages early engagement with affected communities
- Transparent information sharing about project benefits and impacts
- Grievance redressal mechanisms for land-related disputes
